Ormas yang Suka Bergerak Diam-diam. Awas, Ini Jejak HTI di Indonesia

SURABAYA, JURNAL9.tv – Hizbut Tahrir Indonesia (HTI) kembali jadi topik hangat. Obrolan tentang ormas pengusung khilafah mencuat lagi. Ini setelah Pengurus Cabang Gerakan Pemuda Ansor Bangil menemukan sentrum gerakan HTI di sebuah yayasan pendidikan di Kalisat, Rembang Bangil, Pasuruan 20 Agustus 2020 lalu.

Secara de jure HTI memang telah dibubarkan. Direktorat Jenderal Administrasi Hukum Umum Kementerian Hukum dan HAM resmi mencabut status badan hukum ormas ini pada 19 Juli 2017. Tapi gerakan ideologisnya justru bergerak bebas dan masif melalui media sosial. Dakwah ala HTI secara aktif terus tersebar via Facebook, Instagram, YouTube, serta WA group.

Kepada Alinea.id, Februari tahun 2020, seorang mahasiswi Universitas Diponegoro, seorang anggota HTI di Semarang, mengaku bahwa aktivitas dakwah sebagian besar anggota HTI masih rutin dilaksanakan. Sebagian ada yang sengaja menyusup  masuk ke ormas-ormas Islam besar seperti Nahdlatul Ulama (NU) atau Muhammadiyah. Hal ini dimaksudkan untuk memperluas dan menguatkan jejaring. “Masing-masing mereka memainkan perannya sendiri.” jelasnya.

Soal bermain di bawah permukaan, HTI memang sudah terbiasa. Tahun 1983 Abdurrahman al Baghdadi membawa masuk ke Indonesia. Mubalig aktivis Hizbut Tahrir Australia ini mendapat undangan khusus dari Abdullah bin Nuh, pengasuh Pesantren Al Ghazali di Bogor.

Gerakan ini adalah anak turun Hizbut Tahrir (HT) yang didirikan Taqiyuddin an Nabhani pada 1953 di Palestina. Secara politik HT bercita-cita memproklamirkan berdirinya khilafah islamiyah. Konsep khilafah ini diimajinasikan sebagai konsep politik global yang melampaui demarkasi geografis, budaya, dan sekat sekat lain dalam kehidupan bangsa-bangsa. Mereka berkeyakinan bahwa hal ini harus dilaksanakan, sebab telah diwajibkan sesuai Alquran dan Sunnah Nabi.

Di Indonesia, HTI memulai gerakannya dengan menyuntikkan pemahaman melalui aktivitas tarbiyah di kampus-kampus di Indonesia. Lewat Dewan Dakwah Islamiyah Indonesia (DDII) yang disokong sejumlah eksponen Masyumi, penetrasi dakwah perguruan tinggi ini berjalan lancar. Tak heran kalau beberapa tahun kemudian dakwah mereka masif dikenal di kampus-kampus non-agama seperti ITB, IPB, Unpad, UGM, Unair, dan masih banyak kampus lainnya. Orientasi dakwah dalam aktivitas tarbiyah di kampus-kampus ini di kemudian hari ketahuan memuat propaganda khilafah dan orientasi politik yang kental. Gerakannya sudah semakin terbuka dan terang-terangan. Berani menggunakan ruang-ruang publik di kampus dan di luar kampus.

Tanggal 25-27 Maret 2016, sebanyak 1.500 mahasiswa Institut Pertanian Bogor (IPB) hadir dalam Simposium Lembaga Dakwah Kampus yang diselenggarakan oleh Badan Koordinasi Lembaga Dakwah Kampus tersebut. Dalam forum itu, ribuan mahasiswa mengucapkan ikrar untuk menjadi pejuang khilafah di Indonesia.

“Dengan sepenuh jiwa, kami akan terus berjuang tanpa lelah, untuk tegakkan syariat Islam dalam naungan negara Khilafah Islamiyah, Daulah Khilafah Islamiyah sebagai solusi tuntas atas problematika Indonesia dan negeri muslim lainnya.”

Sebelum dan sesudah itu, HTI sering menggelar aksi-aksi raksasa yang melibatkan ribuan massa. Dalam catatan Tirto.id, HTI pernah melakukan beberapa kali aktivitas gigantik di Gelora Bung Karno (GBK). Antara lain Rapat Akbar pada 2007, Muktamar Khilafah pada 2013, serta Rapat dan Pawai Akbar pada 2015. Selain itu pada 2016 ada juga aksi di Patung Kuda Jakarta Pusat dan seminar di gedung Sudirman milik TNI.

Seiring kepercayaan diri para pengurus dan anggota HTI, orientasi politik mereka semakin terbuka. Publik melihat, pada beberapa pemahaman, keberadaan HTI menjadi ancaman bagi keutuhan NKRI dan membahayakan Pancasila. Atas desakan sejumlah pihak, negara pun turun tangan. Atas dasar beberapa  pertimbangan konstitusional HTI dibubarkan.

Tapi waspadalah, HTI bergerak atas nama ideologi yang dibuntal agama. Ia akan senantiasa mencoba bertahan hidup dan menolak mati. (shk)
